Benefits of IICI

Most of you would have come to this page because of my email. If not and you do not know what is IICI all about, please leave a comment here/contact and I would email you the details.

Well, IICI (Institute of Image and Cosmetology) is sort of a Practitioner's Association, registered with ROS and endorsed by JPK.
JPK would oversee the skills side (meaning certification on SKM, PPT...) whereas IICI would oversee the practice side (continuos professional education, industry updates...)

So what's so good about IICI? Wel, just let me share what I was briefed yesterday at IICI's office.

1. In the future, government intends to make respective industries self-regulate, just like what is happening to the financial planning industry (FPAM, MII), medical industry (MMA) etc.
So, it will be Gov oversee IICI and IICI represents the industry practitioners.

2. Recognition - There will be public awareness through various medias (NTV 7, radio, newspapers...)

3. Group insurance - Public Liability, General Insurance (fire, burglary...) and Professional Indemnity (1st in the world)

4. Group advertisement?? - Future planning

Skills Training Receiving a Clear Endorsement in Ninth Malaysia Plan

One major breakthrough in the 9th Malaysia Plan is the provision of skills training opportunities to Indian youths. This matter was highlighted in the Eighth Malaysia Plan and by the Mid Term Review document it was clearly stated that Giat MARA will open up to incorporate Indian youths who are underachievers, drop outs and those who did not have the grades to qualify into residential skill training institutions either run by the Human Resource Ministry or the Youth and Sports Ministry.

The provisions in the Ninth Plan is indicative of Government's full cognisance of the problems faced by Indian youths especially those from low income families and whose performance through the schools system is weak.
The Government delivery system has in the past few years started making places available in existing institutions. The new provision of Pusat Putra, which was proposed by YSS during the Mid Term Review of the Eighth Malaysia Plan is indeed timely. Currently there is no training institution catering for these types of boys who might have a criminal background or who is from a gang. This centre will cater for this target group. While there will be lots of opportunities for Indian youths, it will be also open to other youths with similar behavior problems.
In the coming months, YSS will approach the Economic Planning Unit over the implementation details of this new institution. I am personally confident that if an Indian youth wants to get out of crime or from a gang background, this Pusat Putra will be an excellent way of transformation.
It is imperative that we must monitor the situation and ensure the full realization of this project over the next five years. Our prayer is that many youths will grab this opportunity and make a better life for themselves.

Focus on skills training

SHAH ALAM: Skills certificate courses will be introduced at secondary schools with integrated programmes while two special education vocational secondary schools will be built in Kedah and Pahang.
The two measures are aimed at benefiting special needs students who are not academicaly oriented.
In announcing this yesterday, Education Ministry parliamentary secretary P. Komala Devi said the skills certificate courses would be introduced as a pilot project scheduled to take off by the year-end involving six schools.
Each school will offer one of six vocational subjects for students to take up in Forms Four and Five.
“At the end of Form Five, these students will leave school with a skills certificate issued by the Vocational and Skills Training Council, which comes under the purview of the Human Resources Ministry,” said Komala at the launch of the Heart to Heart campaign at Sekolah Menengah Pendidikan Khas Vokasional (SMPKV) in Section 17, Shah Alam.
If the project is successful, it will benefit a larger number of vocationally inclined special needs students.
The campaign is the first of several initiatives to be introduced in conjunction with the launch of October as Special Education Month in line with the National Education Blueprint 2006-2010.
Komala said of the country’s five million primary and secondary students, 27,000 comprised special needs students. Of this number, 23,000 are students with learning disabilities who attend the special education integrated programme offered at normal schools.

How to print out T1003 form?

After payment confirmed by JPK, where the status is 'AL', applicant needs to apply for PPL verification visit by choosing 'PPL Verification' module & 'PPL Verification Applicatoin' submodule . After PSA distributes PPL for visit, where the status would be 'PPL Assigned', applicant can print out T1003 form by choosing 'Skill Certificate' module & 'Skill Certificate Application' submodule .

Since many has emailed me asking what is JPK all about and many issues related to them, I'm starting a series of Frequently Asked Questions for the benefit of all, especially if you're not in the system yet and lazy to visit their official website.

So, what is JPK (or better known with the former name, MLVK)?

On 2 May 1989, Ministry of Human Resources (MoHR) formed the Department of Skill Development (DSD) for the purpose of promoting and coordinating skill training strategy and programs in accordance to Malaysia's technological and economical needs. Timor Leste Hopes To Join Asean In Five Years

So, what it has to do with you as a vocational training institute? Read on.

NEW YORK, Sept 27 (Bernama) -- Timor Leste hopes to become a member of Asean in about five years, says its president Ramos Horta."A multi-sectoral task force headed by myself has been formed and that shows the importance we attach to this process for the whole government (machinery) to prepare for an Asean accession," he said prior to his meeting with Malaysian Prime Minister Datuk Seri Abdullah Ahmad Badawi here Wednesday. To attain accession, Horta said his country of a population of one million needed to make greater efforts to train and educate its people.As such, he has proposed a joint funding to train Timorese in various fields, including vocational training. On this, Abdullah has agreed that it would be far more beneficial to train the trainers in Timor Leste so that more people could be trained under this process.

So, would it be the private sectors or the government agencies to benefit from this project??? Your guess is as good as mine :-)

OUM Offers 75 Per Cent Discounts For Disabled, Senior Citizens

BANGI, Sept 25 (Bernama) -- The Open University Malaysia (OUM) is offering a 75 per cent discount in study fees under a special scheme for the disabled and senior citizens whose birthdays fall on Aug 31, 1957. OUM Vice Chancellor Prof Tan Sri Anuwar Ali said the privilege would be offered to those who registered for diploma, graduate and post-graduate courses at the university. He announced this at the launch of the scheme by the Deputy Prime Minister's wife, Datin Seri Rosmah Mansor, at the Industrial Training and Rehabilitation Centre here Tuesday. Meanwhile, Rosmah said the life-long learning programme and the fee discount scheme would enabled the disabled and the senior citizens to pursue higher education."They also want to be self-reliant and be able to contribute to the country's prosperity and harmony," she said. She also expressed the need for other institutions of learning and vocational training to provide facilities and suitable programmes to enhance the capability of the disabled and senior citizens so that they could find jobs. Disabled student, Norhanisah Che Aziz, 22, who is taking a Diploma in Human Resource Management said the scheme offered by OUM gave her the opportunity to further her studies. Norhanisah, who is in her second year and received sponsorship from the National Welfare Foundation, said the system at OUM made learning easy."Assignments can be sent through the e-mail. Tutorial classes are sometimes conducted online and the fees are not high," she said. Currently, the disabled and senior citizens taking courses at OUM are offered a 50 per cent discount in study fees.-- BERNAMA

Certification System

On completion of the training course, the trainees at vocational training centers were required to take the national trade skill test for certification since 1973. Today, they are expected to obtain the Malaysia Skill Certification (MSC) under the national skill certification system. Trainees are awarded the MSC upon completion of the training course that complies with the National Occupational Skill Standards (NOSS). The National Vocational Training Council (NVTC) evaluates and approves training programs developed on the basis of NOSS. Training centers become an accredited center upon approval. There are five skill levels, L1 (semiskilled level), L2 (skilled level), L3 (advanced skill level), L4 (advanced skill/supervisor level), and L5 (advanced skill/manager level). MSC is obtainable through (i) completing an accredited program at an accredited training center, (ii) acquiring credits required for certification, or (iii) obtaining recognition of actual work performance.

The Ministry of Youth and Sports provides work and vocational training, in particular, to young school leavers. It operates 5 National Youth Skill Institutes (Institut Kemahiran Belia Negara: IKBN) to help people aged between 18 and 25 (school leavers in particular) acquire vocational skills. There is also the Youth Advanced Skills Training Centre (Sepang IKTBN) that was established with the assistance of the Indian Government.

Work and Vocational Training and Training Programs for Young People

(3) Work and Vocational Training Provided by the Ministry of Entrepreneur Development

The Ministry of Entrepreneur Development offers work and vocational training as part of the Bumiputera First Policy. The ministry established Majlis Amanah Rakyat (MARA) to provide education and training in an attempt to upgrade the vocational skills of the bumiputera population. MARA implements various programs to provide guidance on social advancement and commercial and industrial activities by bumiputera. It is committed to promoting economic and social development in the rural area, in particular. MARA operates the MARA Activity Centres (about 140 centers in the country) and 11 MARA Skills Institutes (IKM), the German-Malaysian Institute (GMI), the Malaysia France Institute (MFI), and the British Malaysian Institute (BMI).

・MARA Activity Centre

MARA Activity Centres provide training programs focusing on basic skills development, based on the analysis of the local industry’s employment needs and from the perspective of the promotion of independent business. There are 140 activity centers around the country. These centers offer 6-month to 12-month training courses to bumiputera who have inferior education.

Work and Vocational Training and Training Programs for Young People

(2) Work and Vocational Training Provided by the Ministry of Human Resources

The Ministry of Human Resources provides pre-employment industrial skills training programs to new graduates, and advanced skills training programs to workers for skills upgrade.

The ministry implements its policies through three institutions. The Technical Education Department (TED) is responsible for the implementation of work and vocational training. The Department of Skill Labour (DSD), formerly known as National Vocational Training Council (NVTC) is responsible for the planning and evaluation of work and vocational training programs. The Human Resources Development Council (HRDC), which was established in 1992, supervises the administration of the Human Resource Development Fund (HRDF), aiming to encourage manufacturing and service sector participation in skill development, skill redevelopment and skill upgrade.

The ministry also runs 14 Industrial Training Institutes (ITI), 4 Advanced Technology Centres (ADTEC), the Japan-Malaysia Technical Institute (JMTI), and the Centre for Instructors and Advanced Skills Training (CIAST) to provide work and vocational training programs.


・Industrial Training Institute (ITI)
There are 14 industrial training institutes across the country to offer short-term and long-term courses with a focus on manufacturing. Upon successful completion of the long-term course, trainees will be awarded the Malaysia Skill Certificate (MSC) Level 1 or Level 2. Trainees who complete the short-term course will receive the Technician Certificate.


・Advanced Technology Centre (ADTEC)
There are 4 Advanced Technology Centres in the country. They were established as the core center for vocational skills development in the region, with the aim of developing skilled workers required by the industries. Their programs are linked with academic qualifications; thus, a successful trainee will be awarded a diploma upon completion of the course.


・Japan-Malaysia Technical Institute (JMTI)
The Japan-Malaysia Technical Institute is a vocational training project launched under the combined effort of the Malaysian and Japanese Governments. Its launch was aimed at pursuing the Malaysian Government’s policy to develop the human resources required in the high tech industry. JMTI offers long-term courses including Electronic Engineering Technology, Computer Engineering Technology, Manufacturing Engineering Technology, and Mechatronic Engineering Technology.

(1) Vocational Education Provided by the Ministry of Education

The Ministry of Education has jurisdiction over senior secondary schools such as vocational schools and technical schools, as well as tertiary colleges and polytechnics that provide vocational education to senior secondary school graduates. The ministry offers vocational education to help students acquire the special technologies and skills required by industries.

・Polytechnic

A polytechnic is a training institution that prepares students for engineering positions or for senior management positions in the commercial and service sectors. The Ministry of Education places the greatest expectation on polytechnics. There were 12 polytechnics and about 32,000 students. There has been an increase in enrollment in polytechnics in recent years.

Malaysian Vocational Training System

This is part of a series of our Malysian Vocational Training System & Human Resources Development.

A eview of the economic development in and after the 1980s revealed that the government took a strong stance on human resource development. Some hold a view that it would be best to reduce government involvement and leave it to the market mechanism in developing countries. In reality, government involvement is anticipated in many countries and that is especially true in Malaysia. In fact, the government shows strong interest in human resource development and closely monitors the state of the implementation of vocational and other training. The interim report of the Malaysia Plan and other projects examined the state of vocational and other training. In Malaysia, foreign companies have an obligation to provide technical training for their employees. These examples clearly reflect the government’s attitude toward human resource development. Meanwhile, the government voices dissatisfaction with companies that are not willing to provide employee training or technical transfer from time to time. In Malaysia, there is significant interference from the government concerning human resource development; thus, it is only natural that public vocational training institutes have been deeply involved in the implementation of such government policies.
Public education and training policies generally cover two main areas: technical and vocational education, and work and vocational training. In Malaysia, various ministries and public agencies are expected to play specific roles in these areas. Technical and vocational education is aimed at providing the basic knowledge and skills to respond to the needs of a specific field of expertise. The Ministry of Education takes the initiative to provide technical and vocational education in the framework of secondary and higher education. In the meantime, work and vocational training is aimed at developing workers who can quickly adapt to the needs of the production site. Trainees learn to obtain “manufacturing” technologies and skills based on the curriculum focusing on the needs of industries. The Ministry of Human Resources, the Ministry of Entrepreneur Development, the Ministry of Youth and Sports, and other public agencies provide work and vocational training programs to new graduates and workers.

Next in the series would be a discussoin on division of responsibilities between technical and vocational education and work and vocational training provided by public institutes and between different administrative levels.

Acquire skills under government programmes

Students who are more interested in developing work skills rather than pursuing an academic path are encouraged to apply for courses under the Government’s skills training programmes. Human Resources Minister Datuk Seri Dr Fong Chan Onn said his Ministry and the Youth and Sports Ministry provides various training programmes including courses in automotive, electronics and mechanical engineering, hospitality management and beauty skills. Dr Fong encouraged students to apply as the Government programmes are just as good as those offered by the private institutions. The first phase of the road show would be held in 18 places nationwide from March 21 to April 14.

Pakistan A Major Source Of Trained Manpower Export

ISLAMABAD, Sept 13 (Bernama) -- Pakistan will become a major source of export of trained manpower to global market by exploiting potential of country's budding youth, said President General Pervez Musharraf.He said youths below 19 years age form about 55 to 60 percent of country's 160 million people."This burgeoning young population is a challenge and opportunity as well," PPI reported Wednesday quoting Musharraf as saying here.He said government's main policy thrust is aimed at job creation and poverty alleviation through harnessing potential of its human resource, skilled young workforce is declining in industrialized states which projects Pakistan as a foremost source of skilled workers with far lesser wages as compared to advanced countries.The President said it would be a challenge for the government to provide skill training to about 90 million youngsters who would be looking for jobs in local market in next few years.This challenge has to be met through concerted policy of providing technical education and vocational training in sync with demands of industry.General Musharraf said focus to hire skilled labour is now shifting towards East which offer services on much less wages as compared to Western industrialized states and Pakistan stands to benefit from this opportunity.-- BERNAMA

LWA (Learn & Work Assignment)


Apa Itu LWA ?

LWA merupakan singkatan daripada Learn and Work Assignment (LWA) atau Tugasan Pembelajaran dan Tugasan Kerja. LWA merupakan kombinasi pembelajaran secara berdikari (Self Reliance Learning) dan tugasan di tempat kerja. Pendekatan latihan yang berpusatkan pelatih digunakan manakala pengajar di industri dan istut latihan hanya berperanan sebagai moderator, coach, fasilitator dan penasihat. Pelbagai peringkat pembelajaran secara berdikari digunakan bergantung kepada tahap kesukaran tugasan pembelajaran dan tugasan kerja. LWA dibangunkan bergantung kepada tahap kesukaran tugasan pembelajaran dan tugasan kerja. LWA dibangunkan oleh jurulatih dan pengajar dari kedua-dua pihak industri dan institut latihan.

Dokumen LWA mengandungi gambaran mengenai soalan penilaian, kriteria penilaian pengetahuan, kriteria penilaian kemahiran dan panduan kepada perantis, jurulatih dan pengajar di institut latihan dan industri.

Definisi NOCC


  • NOCC (National Occupational Core Curriculum) atau Kurikulum Teras Pekerjaan Kebangsaan (KTPK)

  • NOCC didefinisikan sebagai satu dokumen yang mengariskan kerangka latihan yang perlu dilaksana di industri dan institusi latihan yang meliputi latihan praktikal dan teori seiring dengan perubahan teknologi bagi mengeluarkan k-Pekerja.

Kegunaan NOCC

  • Digunapakai bagi proses pengajaran dan pembelajaran.

  • Dijadikan sebagai asas bagi menyediakan bahan-bahan dan keperluan latihan.

  • Dijadikan sebagai standard bagi menentukan tahap pencapaian dan kualiti kemahiran perantis dalam pelaksanaan SLDN.

  • Dijadikan sumber rujukan utama dalam menyediakan Tugasan Pembelajaran dan Tugasan Kerja ( Learn dan Work Assignment (LWA))

Insentif Kewangan

  • Memberi kesan positif dari segi prestasi pekerja dan kepuasan pekerja.
    Meningkatkan imej syarikat/ majikan sebagai pengeluar K-Pekerja bagi melaksanakan tanggungjawab sosial negara.

Apa itu SLDN???

SLDN merupakan singkatan daripada Sistem Latihan Dual National.


Keputusan kerajaan untuk melaksanakan SLDN mulai tahun 2005 telah dibuat pada 19 Mei 2004. SLDN diperkenalkan bertujuan menyediakan tenaga mahir negara (k-Pekerja) melalui satu kaedah latihan komprehensif dan terkini yang memenuhi kehendak industri semasa.


Pendekatan SLDN dapat mengurangkan pengeluaran tenaga mahir yang tidak memenuhi kehendak semasa industri. Sistem latihan ini juga memberi pendedahan kepada perintis situasi kerja yang sebenar.



Konsep Latihan
SLDN adalah satu konsep latihan yang melibatkan latihan yang dijalankan di dua tempat iaitu di industri yang meliputi 70% hingga 80% dan di institusi latihan yang meliputi 20% hingga 30%. Pendekatan latihan SLDN akan ditentukan oleh industri bersama-sama dengan pihak institusi latihan sama ada memilih pendekatan day release atau block release iaitu mengikut kesesuaian industri tersebut.


Kaedah pembelajaran mengikut pendekatan day release ialah perantis akan menjalani latihan selama 4 hingga 5 hari di industri dan 1 hingga 2 hari di institusi latihan pada setiap minggu. Kaedah pembelajaran mengikut pendekatan block release ialah pelatih akan menjalani latihan di industri selama 4 hingga 5 bulan serta latihan selama 1 hingga 2 bulan di institusi latihan.


Jangka masa latihan adalah selama 2 tahun yang dibahagikan kepada 4 semesta.

Bidang kemahiran yang akan melaksanakan SLDN akan ditambah dari tahun ke tahun berpandukan kepada keperluan semasa.

Lawatan PPL

Adalah dimaklumkan bahawa JPK sentiasa menjalankan penambahbaikan dari semasa ke semasa bagi meningkatkan mutu pelaksanaan Persijilan Kemahiran Malaysia. Sehubungan itu, bagi memastikan perlaksanaan latihan di Pusat Bertauliah (PB) dapat dijalankan dengan sempurna dan lancar, lawatan PPL akan dibuat secara teratur yang melibatkan tiga sesi lawatan iaitu :

Lawatan Verifikasi Pertama (Pertengahan Penggal)
Lawatan Verifikasi Kedua (Pengesahan Portolio)
Lawatan Verifikasi Ketiga (Pengawasan Peperiksaan Akhir) - sekurang-kurangnya 1 minggu selepas lawatan verifikasi kedua

Lawatan yang lebih kerap membolehkan pihak JPK menyampaikan khidmat nasihat kepada PB berkaitan pelaksanaan Persijilan Kemahiran Malaysia. Sehubungan itu, bagi membolehkan lawatan ke PB dibuat secara teratur, semua PB diminta mendaftarkan calon-calon dalam tempoh 30 hari dari tarikh mereka memulakan latihan di PB. Kegagalan PB berbuat demikian boleh menjejaskan persijilan calon kelak.

Untuk makluman, pihak JPK akan mengatur Lawatan Verifikasi Pertama PPL untuk pelatih yang memulakan latihan di PB pada Januari 2007 pada bila-bila masa bermula pada bulan April 2007 ini. Namun begitu, sekiranya PB memerlukan lawatan PPL pada kadar yang segera, maka pihak PB boleh mengemukakan permohonan terus kepada Jabatan.

IICI Induction Course for Image & Cosmetology Professionals
